According to Russian media reports, the United Microelectronics Corporation (OMK), which is currently under construction in Russia, plans to acquire equity in several Chinese small and medium-sized semiconductor wafer fabs in order to establish a stable and controllable channel for advanced chip manufacturing capacity. The core purpose of this move is to bridge the generational gap in Russia's domestic semiconductor industry and overcome the current predicament of completely lacking self-produced high-end chips.
Insiders revealed that the acquisition targets are not large well-known manufacturers, but some "smaller and less prominent" factories. Russia is moving from "purchasing Chinese chips" to "participating in Chinese chip production".
ОМК is a Russian state-owned enterprise established in January 2026, with the full name "United Microelectronics Company". Its mission is very clear: to integrate Russia's scattered microelectronics resources and build a complete industrial chain from design to manufacturing.

The assets it aims to integrate include Russia's largest microelectronics companies, "Mikron", "Angstrom", and "НМ - Тех". The Russian government plans to invest 1 trillion rubles in it by 2030, of which 750 billion will come from fiscal appropriations and 250 billion from Sberbank.
In other words, this is not an ordinary company, but a national level chip breakthrough carrier in Russia.
According to the plan, ОМК plans to receive a total investment of 1 trillion rubles (approximately 78.9 billion yuan) by 2030, of which 750 billion rubles (approximately 59.2 billion yuan) will be funded by the government, and the remaining 250 billion rubles (approximately 19.7 billion yuan) will be provided by Sberbank.
At present, the most advanced process in Russia is only 90 nanometers, which is still at the level of technology in 2003. In contrast, TSMC and Samsung have mass produced 2nm chips by the end of 2025, and manufacturers in Chinese Mainland have also advanced to 7nm and 5nm on the basis of 14nm.

It is worth mentioning that the source emphasized that the amount of shares to be acquired is not important, the key is to arrange through an agreement to have one or more production lines of the Chinese factory specifically serve Russian demand. This means that Russia hopes to obtain stable production capacity quotas as a shareholder, rather than directly controlling corporate operations.
Analysts point out that the biggest benefit of becoming a shareholder is obtaining clear queuing positions and predictable prices, which is a pragmatic path for the Russian chip industry, which has long been constrained by production capacity bottlenecks.
