On April 28th, the China Semiconductor Industry Association issued a solemn statement on the Japanese government's plan to expand the scope of export controls for semiconductor manufacturing equipment.
According to CCTV news, on March 31st, the Japanese government announced the revision of the Foreign Exchange and Foreign Trade Law, planning to expand the export control scope of semiconductor manufacturing equipment, covering 6 categories and 23 types of equipment.
The China Semiconductor Industry Association believes that the Japanese government's export control measures will bring greater uncertainty to the global semiconductor industry ecosystem. The China Semiconductor Industry Association opposes this interference in global trade liberalization and distortion of supply and demand relations, and hopes that the Japanese government can adhere to the principle of free trade and not abuse export control measures to harm the cooperative relationship between the semiconductor industries of China and Japan.
It is reported that the China Semiconductor Industry Association has submitted opinions to the Japanese Ministry of Industry and Technology on 23 types of equipment, mainly as follows:
The scope of controlled items is too broad, far exceeding the internationally recognized list of controlled items, causing great distress to relevant enterprises.
The expression of controlled items is vague and may affect the mature process supply chain. It is necessary to prevent the expansion of export controls, reduce the number of controlled items, and avoid supply chain disruptions.
Regulatory measures will cause significant losses to the interests of relevant Japanese companies, resulting in a lack of sufficient profits to support their research and development innovation and technological iteration, weakening the competitiveness of Japanese companies in the international market.
The China Semiconductor Industry Association pointed out that the semiconductor industries of China and Japan are interdependent and mutually reinforcing. China has certain advantages in upstream raw material products, components, and packaging, with rich semiconductor product application scenarios and the largest semiconductor market, while Japan has advantages in semiconductor equipment, materials, specific semiconductor products, hardware integration, and other aspects. The semiconductor industry between China and Japan has a deep foundation of cooperation, and the demand for equipment and materials by Chinese enterprises continues to grow. At the same time, Japanese semiconductor enterprises also attach great importance to the Chinese market, forming a good cooperative and mutual trust relationship between industries. If the Japanese government insists on disrupting the good cooperation relationship between China and Japan in the semiconductor industry, the China Semiconductor Association will take safeguarding the legitimate rights and interests of 900 member units as its own responsibility and call on the Chinese government to take decisive measures to respond.
The China Semiconductor Industry Association expressed the hope that the Japanese government can seriously consider the comments and opinions of the China Semiconductor Industry Association, help and promote the common development of the semiconductor industry between China and Japan, and hope that the industry community can jointly maintain the market-oriented choice of existing global division of labor, and jointly maintain the prosperity and stability of the global semiconductor industry chain supply chain. The China Semiconductor Industry Association calls on all relevant enterprises, organizations, and industry colleagues to voice their rational voices and reduce the adverse impact of this revision of export control regulations on the semiconductor industry in China and Japan.
