On July 15th, the Ministry of Commerce, together with the Ministry of Science and Technology, adjusted and released the "Catalogue of Technologies Prohibited and Restricted from Export in China" (hereinafter referred to as the "Catalogue"). It is worth mentioning that among the newly added and modified restricted technologies, the preparation technology of battery positive electrode materials and lithium extraction preparation technology both involve chemical technology.

This time, 3 technical items have been deleted from the Catalog, 1 new item has been added, and 1 modification has been made, mainly including:

One is to delete one prohibited category of traditional Chinese architectural technology and two restricted categories of technology, including building environment control technology, in order to create convenient conditions for promoting the global sharing of technological development achievements.

The second is to add one restricted technology item, which belongs to the preparation technology of battery positive electrode materials in the manufacturing industry of chemical raw materials and chemical products, including three control points: the preparation technology of lithium iron phosphate for batteries, the preparation technology of manganese iron lithium phosphate for batteries, and the preparation technology of phosphate positive electrode raw materials.

The third is to modify one restricted technology item, namely metallurgical technology, including five control points: adding lithium extraction production technology from spodumene, lithium hydroxide production technology from spodumene, metal lithium (alloy) and lithium material preparation technology, brine lithium extraction technology, lithium containing purification liquid preparation technology, etc., and modifying the control points for extracting gallium metal technology.

The spokesperson of the Ministry of Commerce stated that the preparation technology of battery positive electrode materials is increasingly being applied in sensitive fields. Including related technologies in the restricted category of the Catalogue is conducive to better coordinating development and safety, promoting the safe and sustainable application and development of related technologies.

According to the Regulations on the Administration of Technology Import and Export of the People's Republic of China, technology export refers to the act of transferring technology from within China to overseas through trade, investment, or economic and technological cooperation. Technologies that are prohibited from export in the Catalogue shall not be exported. Technologies that are restricted from export shall be subject to license management; Without permission, exports are not allowed. Technologies that belong to free export shall be subject to contract registration management.

In 2001, the Ministry of Commerce, together with the Ministry of Science and Technology, issued the "Catalogue" in the form of a ministerial order, and made adjustments and revisions to some contents in 2008, 2020, and 2023 respectively. The spokesperson of the Ministry of Commerce stated that the adjustment of the Catalogue is a specific measure to adapt to the changing situation of China's technological development and improve the management of technology trade, aiming to safeguard national economic security and development interests, and promote international economic and technological cooperation.
